Many local organisations such as councils, bands and schools have instruments, but they are difficult to maintain (unlike a privately owned and cared forinstrument). A dedicated instrumental hire company has , at its core, well maintained instruments that are periodically serviced to keep them in the best possible 'usable' condition(Personally, I wouldn't buy one, at the end of its service life, unless I had played it and it suited my needs moreso than a new one). Beginners need the best possible instrument, but cost and commitment are considerations too. Hire a good one for a short term, then guage interest. Then when all is fine buy the best possible instrument you can. (There is nothing worse than struggling with a substandard instrument. There is always the question: "Is it me, or the instrument that can't do this?" )
Check with your local school , organisation or music shop, they may already use this service or have something better... Ask around. More information makes for a better informed choice in the end.
